Kentsel Gýda Planlamasý ve Politikalarý: Ýstanbul Gýda Strateji Belgesi’ne Yönelik Bir Deðerlendirme

Son yýllarda yükselen nüfus, artan kentleþme, çevresel tahribat, þiddetlenen iklim krizi, gýda güvencesizliði ve halk saðlýðýna iliþkin endiþeler gibi çeþitli nedenlerle kentler gýda sistemlerini daha sürdürülebilir ve adil hale getirmek ve barýndýrdýðý nüfusun gýda ihtiyacýný karþýlamak üzere ürettiði çeþitli politikalar itibariyle gýda meselesinin önemli bir aktörü haline gelmiþtir. “Yeni gýda denklemi” olarak da anýlan kentlerin artan rolü, bugün dünyanýn pek çok kentinde yerel yönetimleri gýda meselesine iliþkin bütüncül politikalar hazýrlamaya itmektedir. Kentsel gýda stratejileri olarak da tanýmlanan bu politikalar seti, artýk kentlerin halk saðlýðýný iyileþtirmek, sosyal adaleti saðlamak, çevresel sürdürülebilirliði desteklemek üzere gýda politikalarý oluþturma çabasý olarak tanýmlanmaktadýr. Kentsel gýda stratejilerinin oluþturulmasýnda bütüncül bir yaklaþýmýn benimsenmesi, gýda zincirinin tümüne odaklanmasý ve müdahale edebilmesi ve gýda sisteminin neden olduðu çevresel, ekonomik ve sosyal boyutlarýyla ilgilenmesi nedeniyle önemlidir. Gýda sisteminin yatay ve dikey boyutlarýný içerisine alan bütüncül bir yaklaþým ile geliþti-rilen Ýstanbul Gýda Strateji Belgesi (ÝGSB), Türkiye’de ilk kez bir yerel yönetim tarafýndan bütüncül þekilde hazýrlanmýþ kentsel gýda strateji belgesi olmasý sebebiyle önem arz etmektedir. Bu çalýþma ÝGSB’ye yönelik bir deðerlendirme sunmayý amaçlamaktadýr. Çalýþma iki aþamalý olarak kurgulanmýþtýr. Öncelikle literatürde tanýmlanmýþ olan gýda sistemlerinin yatay ve dikey bileþenleri üzerinden ÝGSB’nin bütüncül yapýsý deðerlendirilmiþ ve söz konusu baþlýklar altýnda eksiklikler ve öneriler ortaya konulmuþtur. Ýkinci olarak ise, gýda politikalarýnýn çok boyutlu, çok katmanlý, çok aktörlü ve çok sektörlü yapýsý ve farklý türden paydaþlarý içerisine almasý nedeniyle belgenin oluþturulma süreci deðerlendirilmiþtir. Belgenin hazýrlýk sürecinde yer alan Ýstanbul Planlama Ajansý, Tarým ve Gýda Politikalarý uzmanlarý ile yapýlan mülakatlardan elde edilen bulgular ýþýðýnda belgenin oluþturulma süreci deðerlendirilmiþ ve öneriler ortaya konmuþtur.

Urban Food Planning and Policies: An Evaluation of the Ýstanbul Food Strategy Document

In recent years, cities have become essential actors in food systems due to various reasons such as increasing population, urbanization, environmental destruction, exacerbating climate crisis, food insecurity, and public health concerns and the various policies they produce to meet the food needs of the population they host. The increasing role of cities, also called the “new food equation”, pushes local governments to prepare holistic policies regarding the food issue in many world cities. This set of policies, also defined as urban food strategies, is now defined as an effort to create food policies to improve cities' public health, ensure social justice, and support environmental sustainability. The development of a comprehensive approach to the creation of these strategies is important because of its ability to focus not only on production or consumption but also on the entire food chain and its ability to intervene and address the environmental, economic, and social dimensions of the food system. The Istanbul Food Strategy Document (IFSD), developed through a comprehensive approach that encompasses both the horizontal and vertical dimensions of the food system, is the first urban food strategy document prepared holistically by a local government in Turkey. This study aims to evaluate the Istanbul Food Strategy Document (IFSD). The study is designed in two stages. Firstly, the holistic structure of the IGSB is evaluated through the horizontal and vertical components of food systems defined in the literature, and deficiencies and recommendations are identified under these headings. Secondly, owing to the multidimensional, multilayered, multi-actor, and multi-sectoral structure of food policies and the inclusion of various types of stakeholders, the document creation process was evaluated. Based on the findings obtained from interviews with Istanbul Planning Agency, Agriculture, and Food Policy experts involved in the IFSD, the document creation process was evaluated and recommendations were made.
