Kentsel yerlemelerin i ve d glerle her geen gn bymesi bykehir kavramnn ve kanunlarnn da deimesine neden olmutur. Bu byme beraberinde yerel ynetimlerin snrlarn da deimesini beraberinde getirmitir. zellikle Bykehir Belediye snrlar bu bymeye bal olarak her geen gn geniletilmitir. 2004 ylnda yrrle giren 5216 sayl Bykehir Belediyesi Kanunu ile snrlarn belirlenmesinde, lek ve nfus kriterleri getirilmi, bu kanunla pergel (yarap) dzenlemesi olarak adlandrlan yntemle snr geniletmeleri yaplmtr. Ancak, bu kanunun eksiklerinin giderilmesi ve yeni Bykehir Belediyelerinin kurulabilmesi iin 2012 ylnda yeni kanuni dzenlemeye gidilmitir. 6360 sayl Kanun ile Bykehir kavram ve snrlar yeniden belirlenmitir. Kanunda temel amalardan biri de planlama ve koordinasyon asndan imkanlarn en yetkin birim tarafndan ynlendirilmesi dnlmektedir. Bu ynyle en geni lekte daha verimli, hzl ve kaliteli hizmetin oluaca; imar btnl, iblm ve kaynaklarn verimli kullanm ile en uygun ekilde hizmet btnln hedeflenmektedir. lelerin ve kylerin bykehir snrlarna dahil edilmesiyle gelir art, zengin hizmet donanm, uzman personel ve btnlk hizmet anlay sayesinde Bykehirin sahip olduu imkanlara kavuturulaca dnlmektedir. Gnmzde halen devam etmekte olan tartmalar sonrasnda 6360 sayl Bykehir Kanunu Mart 2014 yerel seim sonrasnda uygulamaya girmitir. Kanununun yrrle girdii tarihten gnmze kadar geen 1 yllk sre gz nne alnarak bykehir ve ile belediye meclislerini nasl etkiledii aratrlarak, Antalya Bykehir Belediye Meclisince karara balanan imar plan konular niceliksel olarak deerlendirilmitir.

Evaluation of Antalya Metropolitan Municipality Planning Decisions under Metropolitan Law No. 6360

Each passing day, the growth of urban settlements due to internal and external migration has led to changes in the concepts of law and the metropolis. This growth has also caused a change in the boundaries of local governments. The boundaries of metropolitan municipalities in particular expand every day due to growth. Metropolitan Municipality Act No. 5216, which went into effect in 2004, specified scale and population criteria, expanding borders using a compass (radius) method of arrangement. However, in order to remedy the deficiencies of this act and address the establishment of new metropolitan municipalities, new legislation was adopted in 2012. With Act No. 6360, the concepts of borders and the metropolis were redefined. Regarding planning and coordination, an aim of the act was to reassign management responsibilities in an effort to provide faster, more efficient, and higher-quality service to the largest communities, ensuring the integrity of service with zoning integrity, distribution of labor, and efficient use of resources. It is believed that municipal facilities will converge owing to a growth in revenue derived from the inclusion of towns and villages, enhancements in service equipment, a more qualified workforce, and a holistic approach to service. Metropolitan Law No. 6360 went into effect after municipal elections in March 2014. Today, discussions are still ongoing. Decisions of the Antalya Metropolitan Assembly regarding zoning plans made in the year between the enactment of the law and the present are quantitatively evaluated, and their effects on metropolitan and district councils are investigated.
