| 2. | Evaluation of Antalya Metropolitan Municipality Planning Decisions under Metropolitan Law No. 6360 Levent Hansu doi: 10.5505/planlama.2015.77487 Pages 85 - 92 Each passing day, the growth of urban settlements due to internal and external migration has led to changes in the concepts of law and the metropolis. This growth has also caused a change in the boundaries of local governments. The boundaries of metropolitan municipalities in particular expand every day due to growth. Metropolitan Municipality Act No. 5216, which went into effect in 2004, specified scale and population criteria, expanding borders using a “compass” (radius) method of arrangement. However, in order to remedy the deficiencies of this act and address the establishment of new metropolitan municipalities, new legislation was adopted in 2012. With Act No. 6360, the concepts of borders and the metropolis were redefined. Regarding planning and coordination, an aim of the act was to reassign management responsibilities in an effort to provide faster, more efficient, and higher-quality service to the largest communities, ensuring the integrity of service with zoning integrity, distribution of labor, and efficient use of resources. It is believed that municipal facilities will converge owing to a growth in revenue derived from the inclusion of towns and villages, enhancements in service equipment, a more qualified workforce, and a holistic approach to service. Metropolitan Law No. 6360 went into effect after municipal elections in March 2014. Today, discussions are still ongoing. Decisions of the Antalya Metropolitan Assembly regarding zoning plans made in the year between the enactment of the law and the present are quantitatively evaluated, and their effects on metropolitan and district councils are investigated. |

| 3. | A Pre-application Method For Urban Regeneration Projects By Using Qualitative and Quantitative Indicators of Urban Quality of Life in Istanbul, Atasehir Barbaros Neighborhood Deniz Erdem Okumuş, Engin Eyüp Eyüboğlu doi: 10.5505/planlama.2015.09709 Pages 93 - 106 The Marmara Earthquake in 1999 brought urban regeneration up for discussion, and the activities has been accelerated by the new law of urban regeneration for risky areas (Law No: 6306) since 2012, especially in Istanbul. As for the activities, not only the city centers lost their functions and the areas destroyed in several ways, the legitimated areas in the 1990s have also been regenerated at the city surroundings because of their unhealthy conditions. However, despite of the purpose of urban regeneration to increase the level of quality of life by decreasing urban risks, it is considered that the projects planned to be implemented nowadays are used as a tool for land development. For instance, within the framework of the law, upsizing the development rights of parcels may be possible to encourage investors for urban regeneration, and currently insufficient public facilities and urban services such as education, health, cultural and recreational facilities may be left constant regardless of the fact that population rise. Furthermore, facilities may be a subject of a functional transformation to yielding functions like residential and commercial units. Thus, some doubts have been raised about such applications will reduce the level of life quality instead of improving and increase the risk of social disasters meanwhile trying to reduce natural disaster risks. This paper argues that the areas or neighborhoods should be analyzed for urban quality of life, for social and physical requirements of current situations before producing the urban regeneration projects. Within this context, a sort of analyze method is propounded by 81 qualitative and quantitative indicators which are existed on intersection of urban life quality and urban regeneration. In the light of spatial values and personal assessments the current level of quality of life requirements are identified. In addition to the spatial perception of people, perceptions and expectations about the urban transformation have been questioned and satisfaction level was determined on sample applications. Proposed method has been used in Atasehir Barbaros Neighborhood, and it is going to contribute producing effective and sustainable urban regeneration projects. |
| 4. | The Spatial Distribution of the Relationships and the Proximity Fact, in the Transformation of Agglomerations to Clusters Burcu Müderrisoğlu, Emine Ferhan Gezici Korten doi: 10.5505/planlama.2015.40085 Pages 107 - 121 The agglomeration of economic activities on a particular geography and their spatial effects has great importance for the urban economies. For this reason, many theoretical approaches are developed based on agglomeration economies in the literature. Among these approaches, clustering highlights the strategic dimension of the agglomerations combining the geographical concentration of the companies with actors, deep relations and cooperation. Beginning from the 90s, especially in developing countries it’s used as an efficient tool that contributes to the transformation process of the industrial stock. In this transformation process, the set of strong social, economic and technological relations between cluster actors is an important factor. The aim of this paper is to examine the impact of spatial proximity on strengthening the relations between actors. Thus, the spatial patterns of the relations are defined in Istanbul Dudullu furniture cluster. Within the scope of findings, the importance of international relations in design creation and technology transfer comes up, besides the connective structure of local relations that allows the cooperation. The determiners of the relations at different spatial levels and their influences on cluster development are also discussed. |
| 5. | Rethinking Nuts2 Regions in Turkey with Logistic Firms’ Distribution Systems Adem Sakarya, Gülden Erkut, Yiğit Evren doi: 10.5505/planlama.2015.09719 Pages 122 - 133 In this paper, comparison of present urban hierarchy system, NUTS2, and logistic firms’ distribution systems in Turkey is aimed. This comparison is made by taking urban hierarchy concept as base. The first theories about urban hierarchy concepts had been built in neo classical era and after they were developed in liberal era. Although, these theories have different approaches, assumptions, it is commonly mentioned that there is a strong positive relation between population and area. This correlation value is used in the paper as an instrument in comparison NUTS2 and third party logistic (3PL) firms’ distribution system. In the study, generally NUTS and particularly NUTS2 that were developed within the context of European Union cohesion policy are examined and NUTS2 is associated with urban hierarchy theory. Moreover, some evaluations are made by investigating the establishment process of NUTS2. There is a general framework about the other concept of this study; logistic. Development, changing of logistic concept and using of logistic in business world are explained. Also, structure and distribution system of 3PL firms are mentioned and semi structured interviews with four 3PL firms in Turkey are evaluated to understand these structure and distribution system. In conclusion, correlation coefficients of NUTS2 and firms’ distribution systems are compared, their suitability to urban hierarchy theories are evaluated. Eventually, it is seen that firms’ distribution systems are relatively suitable to urban hierarchy compared to NUTS2. Reasons of the differences between NUTS2 and firms’ distribution systems are examined by density maps, and it is seen that main differences originate form determination of centers and tributary area borders. |
