Social Capital And Development Approaches From The Point Of View Of World Bank

This paper investigates how the social capital term is involved into the World Bank’s development discussions and how the World Bank developed social capital term and integrated it into new development approaches. Even though social capital is initially discussed by Bourdieu and Coleman; it became wide-known after the studies of Putnam. While discussing and analyzing the errors and failures of the development projects, some research groups in the World Bank, embedded the social capital into the process and started to create new approaches towards to development. One of the most important approach belongs to Woolcock who is also very critical to the policies and strategies of the Bank about development. Firstly, Woolcock investigated the reasons behind Bank’s failures and then he analyzes these development plans through social capital view and designed a new theoretical framework for Bank’s social capital debates. The main subject of this paper is compiling these new approaches that Woolcock developed in order to create some insights towards Turkey’s developmental perspective.

Dünya Bankasý Perspektifinden Sosyal Sermaye Ýle Kalkýnma Yaklaþýmlarý

Bu çalýþmada sosyal sermaye kavramýnýn Dünya Bankasý’nda yer alan kalkýnma tartýþmalarýnýn nasýl içine girdiði ve Dünya Bankasý’nýn sosyal sermaye kavramýný geliþtirerek yeni kalkýnma yaklaþýmlarýna nasýl dahil edildiði incelenmiþtir. Sosyal sermaye kavramý öncelikle Bourdieu ve Coleman ile gündeme gelmiþ olmasýna raðmen; Putnam ile son derece popülerleþmiþtir. Dünya Bankasý; oluþturduðu kalkýnma planlarýnýn baþarýsýzlýklarý ya da hatalarýný incelerken, banka içindeki çeþitli çalýþma gruplarý sosyal sermaye kavramýný sürece dahil etmiþ ve bu konuda yeni yaklaþýmlar ortaya koymaya baþlamýþtýr. Bu yaklaþýmlarýn en önemlilerinden biri; Banka’nýn stratejilerine çok ciddi eleþtiriler de getiren Woolcock’ un yapmýþ olduðu çalýþmalardýr. Woolcock; öncelikle Dünya Banka’sýnýn neden baþarýsýz olduðunu incelemiþ, sosyal sermaye bakýþý ile bu kalkýnma planlarýný analiz etmiþ ve yeni bir teorik çerçeve oluþturmuþtur. Woolcock’un geliþtirdiði yaklaþýmýn Türkiye’nin kalkýnma perspektifine ipuçlarý üretmek üzere derlenmesi yazýnýn konusunu oluþturmaktadýr.
