Urban Food Planning and Policies: An Evaluation of the İstanbul Food Strategy Document

The increasing role of cities, also called the “new food equation”, pushes local governments to prepare holistic policies regarding the food issue in many world cities. This set of policies, also defined as urban food strategies, is now defined as an effort to create food policies to improve cities' public health, ensure social justice, and support environmental sustainability. The development of a comprehensive approach to the creation of these strategies is important because of its ability to focus not only on production or consumption but also on the entire food chain and its ability to intervene and address the environmental, economic, and social dimensions of the food system. The Istanbul Food Strategy Document (IFSD), developed through a comprehensive approach that encompasses both the horizontal and vertical dimensions of the food system, is the first urban food strategy document prepared holistically by a local government in Turkey. This study aims to evaluate the Istanbul Food Strategy Document (IFSD). The study is designed in two stages. Firstly, the holistic structure of the IGSB is evaluated through the horizontal and vertical components of food systems defined in the literature, and deficiencies and recommendations are identified under these headings. Secondly, owing to the multidimensional, multilayered, multi-actor, and multi-sectoral structure of food policies and the inclusion of various types of stakeholders, the document creation process was evaluated. Based on the findings obtained from interviews with Istanbul Planning Agency, Agriculture, and Food Policy experts involved in the IFSD, the document creation process was evaluated and recommendations were made.

Cansu İlhan, Ebru Kerimogluİstanbul Teknik Üniversitesi Mimarlık Fakültesi, Şehir ve Bölge Planlama Anabilim Dalı, İstanbulSon yıllarda yükselen nüfus, artan kentleşme, çevresel tahribat, şiddetlenen iklim krizi, gıda güvencesizliği ve halk sağlığına ilişkin endişeler gibi çeşitli nedenlerle kentler gıda sistemlerini daha sürdürülebilir ve adil hale getirmek ve barındırdığı nüfusun gıda ihtiyacını karşılamak üzere ürettiği çeşitli politikalar itibariyle gıda meselesinin önemli bir aktörü haline gelmiştir. “Yeni gıda denklemi” olarak da anılan kentlerin artan rolü, bugün dünyanın pek çok kentinde yerel yönetimleri gıda meselesine ilişkin bütüncül politikalar hazırlamaya itmektedir. Kentsel gıda stratejileri olarak da tanımlanan bu politikalar seti, artık kentlerin halk sağlığını iyileştirmek, sosyal adaleti sağlamak, çevresel sürdürülebilirliği desteklemek üzere gıda politikaları oluşturma çabası olarak tanımlanmaktadır. Kentsel gıda stratejilerinin oluşturulmasında bütüncül bir yaklaşımın benimsenmesi, gıda zincirinin tümüne odaklanması ve müdahale edebilmesi ve gıda sisteminin neden olduğu çevresel, ekonomik ve sosyal boyutlarıyla ilgilenmesi nedeniyle önemlidir. Gıda sisteminin yatay ve dikey boyutlarını içerisine alan bütüncül bir yaklaşım ile gelişti-rilen İstanbul Gıda Strateji Belgesi (İGSB), Türkiye’de ilk kez bir yerel yönetim tarafından bütüncül şekilde hazırlanmış kentsel gıda strateji belgesi olması sebebiyle önem arz etmektedir. Bu çalışma İGSB’ye yönelik bir değerlendirme sunmayı amaçlamaktadır. Çalışma iki aşamalı olarak kurgulanmıştır. Öncelikle literatürde tanımlanmış olan gıda sistemlerinin yatay ve dikey bileşenleri üzerinden İGSB’nin bütüncül yapısı değerlendirilmiş ve söz konusu başlıklar altında eksiklikler ve öneriler ortaya konulmuştur. İkinci olarak ise, gıda politikalarının çok boyutlu, çok katmanlı, çok aktörlü ve çok sektörlü yapısı ve farklı türden paydaşları içerisine alması nedeniyle belgenin oluşturulma süreci değerlendirilmiştir. Belgenin hazırlık sürecinde yer alan İstanbul Planlama Ajansı, Tarım ve Gıda Politikaları uzmanları ile yapılan mülakatlardan elde edilen bulgular ışığında belgenin oluşturulma süreci değerlendirilmiş ve öneriler ortaya konmuştur.
