Cittaslow Hareketi’ne Eleþtirel Bir Bakýþ

Küreselleþmenin küçük kentler üzerinde yarattýðý olumsuz etkilere karþý bir yanýt olarak ortaya çýkan ve yavaþlýk düþüncesi üzerine þekillenen Cittaslow Hareketi, 1999 yýlýnda Ýtalya’da dört küçük kentsel yerleþimin (Greve-in-Chianti, Orvieto, Positano, Bra) belediye baþkanlarý ve Slow Food kurucusunun giriþimleri ile baþlamýþtýr. Yerleþimlerin yerel deðerlerini koruyarak ve sürdürerek yaþam kalitesini arttýrmayý hedefleyen bu hareket, kýsa zaman içinde 30 ülke ve 200’den fazla küçük ölçekli kentsel yerleþim tarafýndan benimsenmiþtir. Ancak, Cittaslow, uzun erimli sonuçlarý yeterince ortaya konulamamýþ, görece yeni ve hala geliþmekte olan bir harekettir. Teorik bir kaygý taþýmaktan öte, daha yaþanabilir bir yerleþim için uygulamalý ilkeler sunma fikriyle ortaya çýkmýþtýr. Bilimsel bir araþtýrmaya dayanmadan, sosyal bir refleksin sonucunda oluþmuþtur. Bu olgular uygulamada birtakým sorunlarý beraberinde getirmektedir. Bununla birlikte, Cittaslow Birliði’nin hareketi geliþtirme çabasý ve araþtýrmacýlarýn her geçen gün artan ilgisi, Cittaslow olgusunu gelecekte bilimsel ve toplumsal anlamda önemli bir yere taþýyacaktýr. Bu süreçte, Cittaslow Hareketi’nin özünün doðru anlaþýlmasý ve yorumlanmasý önemlidir. Tüm bu saptamalar doðrultusunda, bu makale kapsamýnda, Cittaslow Hareketi’ni ortaya çýkaran fikirler, onun tanýmý, geliþimi ve iþleyiþi hakkýnda bir çerçeve sunulmuþ, ardýndan uygulamadaki çýktýlarý eleþtirel bir perspektifle deðerlendirilerek, bu baðlamda yeni önerilerde bulunulmuþtur. Bu çalýþma ile baþta yerel yöneticiler ve yöre halký olmak üzere tüm paydaþlarýn Citttaslow Hareketi’ne yönelik farkýndalýklarýnýn arttýrýlmasý amaçlanmaktadýr.

Cittaslow Movement from a Critical Point of View

The Cittaslow Movement, shaped upon the idea of slowness, emerged as a reaction to the negative effects of globalization on small cities. It was founded in 1999 in Italy through initiatives implemented by the mayors of 4 small towns (Greve in Chianti, Orvieto, Positano, Bra) and the founder of Slow Food. This movement, which aims to increase the quality of life by preserving and sustaining the local values of settlements, was quickly embraced by more than 200 small cities and towns in 30 countries. However, Cittaslow is still relatively new and developing movement, and the long-term results are not yet fully known. Cittaslow provides practical guidelines for a more livable settlement, rather than relying on theoretical concerns. It emerged as a result of social reflection rather than scientific research. Therefore, concomitant problems may arise in the implementation process. Nevertheless, in the near future, the concept is expected to continue to grow socially and scientifically through the efforts of Cittaslow International to improve the movement and as a result of the increasing interest of researchers and local authorities. It is therefore important to understand and interpret the essence of the Cittaslow Movement properly at this time. The aim of this article was to provide a framework for the founding ideas and goals of the Cittaslow Movement and to describe its development and progress. The outcomes thus far were evaluated from a critical point of view in order to make new proposals. The goal of this research was to raise awareness of the Cittaslow Movement among all stakeholders, particularly local authorities and residents.
