Türkiye’de 2003-2019 Yýllarý Arasýnda Fiziki Planlamanýn Kapsamý: Planlama Dergisi Üzerinden Bir Deðerlendirme

Bu çalýþmanýn amacý; 2003-2019 arasýnda Türkiye’de fiziki planlamanýn kapsamýný Planlama Dergisi üzerinden analiz etmek ve deðerlendirmektir. Çalýþmanýn çýkýþ noktasý; toplumsal yapýdaki deðiþim ve dönüþümle etkileþimli bir süreç içeren planlamanýn gündeme getirildiði, tartýþýldýðý ortamlar üzerinden takip edilebileceði kabulüdür. Bu kabulle çalýþma, uygulamalara iliþkin konularýn yaný sýra planlamanýn kavramsal içeriðinin, deðiþen anlamlarýnýn hem akademik bakýþla akademisyenler, hem de uygulayýcý gözüyle plancýlar tarafýndan tartýþýldýðý bir ortam sunan Planlama Dergisi’nde yer alan makalelere odaklanmýþtýr. Þehir Plancýlarý Odasý tarafýndan yayýnlanan dergi, planlama alanýna iliþkin dergiler arasýnda gerek sürekliliði, gerek kapsamý, gerekse bir meslek odasý yayýný olmasýnýn kazandýrdýðý çok yönlü bakýþ açýsý ve özgür tartýþma ortamý ile öne çýkmaktadýr. Çalýþma kapsamýnda 1986’da yayýn hayatýna baþlayan derginin düzenli, sürekli olarak yayýnlanmaya baþladýðý 2003-2019 arasýnda basýlan 53 sayýda yer alan 519 makale incelenmiþtir. Çalýþmada öncelikle Türkiye’de 2003 sonrasý planlamanýn genel seyrine deðinilerek ülkenin planlama gündemine yön veren unsurlar literatüre katký saðlayan temel referanslarla ele alýnmýþtýr. Çalýþmanýn özgün tarafýný oluþturan planlamanýn 2003 sonrasý kapsamýnýn Planlama Dergisi üzerinden irdelendiði bölümde ise öncelikle dergide yer alan makaleler içerik analizi yöntemiyle incelenmiþ, makalelerin odaklandýðý konular kronolojik düzende sýralanmýþtýr. Daha sonra bu konular ülkede planlamanýn genel seyrini tanýmlayan olaylarla paralel düzlemde çakýþtýrýlarak okunmuþ, ülkenin toplumsal yapýsýnda meydana gelen deðiþim/dönüþüm baðlamýnda tartýþýlmýþtýr. Sonuç olarak ise Planlama Dergisi’nde yer alan, ülke gündemini etkileyen ya da ülke gündeminden etkilenen konularýn; akademik yaklaþýmlarý da arkasýna alarak sadece mekânsal sorunlarýn çözümünde deðil, toplumla ilgili pek çok sorunun çözümünde etkin rol oynayabileceði ve ayný zamanda derginin ülke planlama gündemini takip eden bir arþiv olarak da irdelenebileceði belirlenmiþtir.

The Scope of Physical Planning Between 2003-2019 in Turkey: An Evaluation Through The Journal Of Plannig

The purpose of the study was to analyze and evaluate the scope of physical planning in Turkey between 2003-2019 through the Journal of Planning. The starting point of the study was the acceptance that planning, which includes an interactive process with the change and transformation in the social structure, can be followed through the settings where it is brought up and discussed. With this acceptance, the study focused on the articles in Journal of Planning, which provided a setting where the conceptual content and changing meanings of planning, and the subjects regarding applications, were discussed by academicians, who provided an academic viewpoint, and planners, who provided a viewpoint of implementers. The 519 articles in 53 issues published 2003-2019, when the journal started to be published regularly, continuously, were examined in the scope of the study. Firstly, the general course of planning in Turkey after 2003, that guided the country’s planning agenda were also discussed with basic references. In the section where the scope of the planning after 2003, was examined through the Journal of Planning Then, the issues were read on a parallel plane overlapping with the events that defined the general course of planning in the country, and were discussed in the context of the change in the social structure of the country. As a result of the evaluations, it was determined, the issues in the journal can play active roles not only in solving spatial problems, but also in solving many problems regarding the society itself.
