An Experience of Consensus Building and Collaboration in the Implementation of Planning Decisions: The Story of Izmir Kemeraltý Street Rehabilitation Studies

Kemeraltý Bazaar is the historic center of Izmir, Turkey’s third largest city, and has long been under significant development pressure; over time, it has undergone major transformations. Owing to shifts in perspective regarding the future of the historic center, which have had a great impact upon the entire city, the problems of Kemeraltý have been placed firmly on the urban agenda. Following agreement on the need to improve conditions in the district, local governments have initiated concomitant activities directed toward planning and implementation. With the intention of avoiding conflict with the artisans over projects that would require the demolishment of illegal constructions, the authorities made efforts to enable a properly collaborative planning process. In this paper, the collaborative problem-solving model of the projects is examined via in-depth interviews held with the relevant actors and adopting a holistic perspective.

Plan Kararlarýnýn Uygulanmasýnda Bir Konsensüs Oluþturma ve Ýþbirliði Deneyimi: Ýzmir Kemeraltý Sokak Saðlýklaþtýrma Çalýþmalarýnýn Öyküsü

Türkiye’nin 3. büyük kenti olan Ýzmir’in tarihsel merkezi niteliðindeki “Kemeraltý Çarþýsý” önemli rant baskýlarý altýnda kalmýþ ve pek çok dönüþüm yaþamýþtýr. Tarihi kent merkezinin geleceðinin, kentin geleceðini etkileyecek bir konu olarak görülmeye baþlanmasýyla Kemeraltý’nýn sorunlarý kent genelinde bir tartýþma konusu haline gelmiþtir. Yerel ve merkezi yönetiminin, esnaf ve sermayedar gruplarýn, sivil toplum örgütleri, meslek odalarý ve akademisyenlerin bu tartýþmalarda yer aldýklarý görülmüþtür. Bölgeye iyileþtirici müdahalelerde bulunma gereði konusunda bir üst mutabakatýn oluþmasýnýn ardýndan, ilgili yerel yönetimler alanda planlama ve uygulama çalýþmalarýný yürütmeye baþlamýþtýr. Kaçak yapýlanmalara karþý yýkým gerektiren projelerin uygulama sürecinde, esnafla bir çatýþma yaþanmamasý ve esnafýn projelere desteðinin saðlanmasý için yetkililerce konsensüse dayalý bir iþbirliði modeli ortaya konularak, ortaklaþa bir süreç gerçekleþtirilmeye çalýþýlmýþtýr. Bu yazýda projelerde uygulanan iþbirliði modeli; sürecin bütünsel olarak ele alýnmasýyla, aktörlerle yapýlan derinlemesine görüþmeler kapsamýnda analiz edilmekte ve sonuçta ortaklaþa süreçleri tarifleyen teorik çerçeve kapsamýnda deðerlendirilmeye çalýþýlmaktadýr.
