An Investigation of the Effects of Housing Production Performance on Housing Affordability

With the 58th Government’s Urgent Action Plan, including country-wide housing program, Housing Development Agency (HDA) has been one of the most influential actors in the construction sector. While HDA was leading to mass housing and urban transformation projects, it also targeted to provide housing for low and middle-income households. To do that, it executed various housing implementations in different regions of Turkey. However, the regional contribution of these activities to the housing affordability of households was not considered. Turkish urban policies, which are generally determined without the needs assessments and current situation analysis, are not monitored for their achievement of the expected outcomes or creation of unexpected impacts. On the contrary, a successful policy-making process requires analyzing needs and the current situation and monitoring the results of the implementation. With the country-wide housing program, based on the prevailing discourse of housing shortage and not backed up by scientific assessments, the housing production capacity of Turkey has considerably increased. This study aims at understanding and revealing the main effects of HDA’s housing policies and production for low-income households on housing affordability issue. The results of the study indicate that although there are significant improvements in housing affordability of households, housing affordability ratio of regions is still higher than the predefined affordability criterion which is 30%. Even one of HDA’s primary target is to provide housing for low-income households, the lack of contribution of its housing production to the housing affordability of low-income groups was observed.

Konut Üretim Performansýnýn Konuta Ekonomik Eriþebilirlik Üzerindeki Etkisinin Ýncelenmesi

2003 yýlýndan itibaren 58. Hükümet’in Acil Eylem Planý kapsamýnda ülke çapýnda baþlatýlan konut seferberliðinde Toplu Konut Ýdaresi Baþkanlýðý (TOKÝ) inþaat sektörünün en etkili aktörlerinden biri haline gelmiþtir. Toplu konut ve kentsel dönüþüm projelerine öncülük eden TOKÝ, alt ve orta gelir gruplarýna konut sunumunu kendine strateji edinmiþ, bu baðlamda farklý bölgelerde alt gelir gruplarýnýn konut ihtiyaçlarýný karþýlamaya yönelik deðiþen ölçeklerde konut projeleri gerçekleþtirilmiþtir. Ancak bu uygulamalarýn konut sorunu ve ihtiyacýný ne ölçüde gözettiði, ilgili hane halklarýnýn konuta ekonomik eriþebilirliklerine katký saðlayýp saðlayamadýðý, araþtýrmalara konu edilmemiþtir. Ülkemizde genellikle ihtiyaç analizleri ve durum tespitleri tam olarak yapýlmadan belirlenen kentsel politikalarýn sonuçta hedeflerine ulaþýp ulaþmadýðý takip edilmediði gibi, bu politikalarýn ne türden etkiler yarattýðý da izlenmemektedir. Oysa kentsel politikalar belirlenirken ihtiyaçlarýn ve mevcut durumun iyi incelenmesi ve benimsenen politikalarýn sonuçlarýnýn izlenmesi beklenir. Ülkede ruhsatlý konut açýðý olduðu söylemine dayanan ancak ihtiyaç analizleri ve mevcut durum tespitleri yapýlmadan geliþtirilen ‘konut üretim seferberliði’ kapsamýnda ülkenin konut üretim hacmi oldukça artmýþtýr. Bu çalýþma kamu sektörü tarafýndan (TOKÝ) alt gelir gruplarýna yönelik olarak üretilen konutlarýn ve bu kapsamda benimsenen politikalarýn alt gelir gruplarýnýn konuta ekonomik eriþebilirliði üzerine etkilerini bölgesel düzeyde incelemeyi amaçlamaktadýr. Çalýþmanýn bulgularýna göre hane halklarýnýn konuta ekonomik olarak eriþebilirliklerinde pek çok bölgede geliþim olmasýna raðmen konut harcamalarý/gelir oraný %30 ön kabulünün üstündedir. Belirlediði en temel hedeflerden birisi alt gelir gruplarý için konut üretmek ve sunmak olan TOKÝ’nin ürettiði konut miktarlarý açýsýndan alt gelir gruplarýna konut sunumu ve konuta ekonomik eriþebilirlik anlamýnda ciddi bir katký saðlayamamasý bir eksiklik olarak saptanmýþtýr.
