Mekânsal geliþmeye yön veren proje ve planlar ayný zamanda kentlilerin temel haklarýný kullanmalarýna ve yaþam biçimlerine de yön verir. Böylesi plan ve projelerin karar alma süreçleri ise kentlilerin kendi yaþam alanlarýyla ilgili olarak kentlilik haklarýný, bir baþka deyiþle katýlým haklarýný nasýl kullandýklarýný yansýtýr. Planlama kurumumuzdaki katýlým sorunsalýný eleþtirel bir çerçevede düþünmek için Ýstanbul’daki deneyimler, özellikle Gezi deneyimi yararlý ipuçlarý sunmaktadýr. Kentsel muhalefet hareketinden doðan sivil direniþ deneyimi mekanýn giderek ne denli siyasallaþtýðýný ortaya koymuþtur. Kent planlamasý, planlama kurumu içindeki denetim süreçlerinin dýþýna çýkarýlmýþ, siyasilerin elinde iktidarýn toplumsal yaþamýn deðiþik alanlarýna müdahalesinin bir aracý haline gelmiþtir. Bu yaklaþým içinde bir dokunulmaza dönüþen “planlamaya katýlým” meselesi bu yazýnýn konusunu oluþturmaktadýr.

Decision making processes of such plans also reflects the way how citizens can use their participation rights for their lives. Experiences from Ýstanbul and particularly from Gezi can serve for useful clues to think the participation problematic in our planning processes. Civil resistance and disobedience that has been arising from and urban movement has revealed that the space has been increasingly politicized. Urban planning has been out of control mechanism of the planning processes and become an intervention tool of politicians to use the power. At this point, participation to planning which has been defined as an “untouchable” has been put forth as the the main theme of this paper
