Bölge Planlamada Kýrsal Alanlarýn Önemini Yeniden Keþfetmek: Yeni Bölgecilik Perspektifinde Kuramsal Tartýþmalar

Küresel ve post-modern akýmlarýn etkisiyle birlikte ortaya çýkan yeni kurumsal ve örgütsel yapý, að temelli mekânsal ve ekonomik organizasyonlar, sosyo-kültürel süreçlerle iliþkilendirilmiþ dinamik mekânsal yapý küresel aðlarla bütünleþerek stratejik, sosyal, ekonomik ve politik merkezlerin ortaya çýkýþý ve yeni üretim örgütlenmesi gibi yeni dinamikleri ortaya çýkararak bölgesel kalkýnma ve politikalarýna iliþkin stratejilerin deðiþimini zorlamýþtýr. Bu deðiþim bölgesel ekonomik kalkýnmanýn içerik ve kapsamý boyutunda olduðu kadar, bölgesel ekonomik kalkýnmada yerleþmelerin ve aktörlerin rol ve önemlerine yönelik tartýþmalarý gündeme getirmiþtir. Bir baþka deyiþle, geleneksel paradigmalar tarafýndan göz ardý edilen ya da önemsiz olarak görülen kýrsal yerleþmeler, yere-özgü ve içsel dinamiklere dayalý kalkýnma modelleri yaný sýra mekansal-iktisadi ve sosyo-kültürel yapýsýndaki avantajlarýyla bölgesel geliþmenin önemli unsurlarý olarak deðerlendirilmeye baþlanmýþtýr.
Bu çerçevede, çalýþmada kýrsal alan yaklaþýmlarýnýn paradigma kaymalarýyla birlikte nasýl bir deðiþim süreci geçirdiði ve günümüz bölgesel geliþme politikalarý açýsýndan nasýl bir önemi olduðunu kuramsal çerçevede tartýþmak hedeflenmiþtir. Dolayýsýyla, kýrsalýn sosyo-kültürel altyapýsýnýn geliþtirilmesi/canlandýrýlmasý, yenilikçi/rekabetçi üretim biçimlerinin benimsenmesi ve çeþitlenmesi, mekânsal ve sosyal açýdan gömülü potansiyellerinin diðer bölgeler için üstünlüðe dönüþümüne katký saðlamasý, bölgesel ekonominin motoru haline getirilmesine yönelik tartýþmalarýn kýrsala yeni anlam kazandýrmasý, yer odaklý iliþkilerin ortaya konulmasý ve kýr-kent gerilimi yerine iþlevsel-alansal/konumsal iliþkiler baðlamýnda yeni rollerin deðerlendirilmesi özelinde politikalarý gündemine gelmiþtir.

Re-Thinking the Importance of Rural Areas in Regional Planning: Theoretical Discussions in the context of New Regionalism

Dynamic and network-based spatial structure associated with the social-cultural processes, new institutional and organizational structure, which emerges from global and post-modern movements, have forced to the change of strategies about regional development and politics revealing new paradigms such as new production organization and the emergence of strategic, social, economic and politics centers by concreted with global networks. This change has proposed an item for the discussions oriented the importance and role of actors and settlement in regional economic development as well as context and content of regional economic development. In other words, the rural settlements, which have been ignored or seen as insignificant by traditional paradigms, begin to be evaluated as important factors of economic development with the advantages in their spatial-economics and socio-cultural structure alongside the development models based on space and internal dynamics.
In this frame, the main aim of the study is to discuss how a change process the rural area approaches are undergoing and what kind of importance it is in terms of present regional development policies, with the new paradigm shifts in rural area approaches. That new meaning to rural has been gained by discussions about for being an engine of regional economics of rural, for being the resilience to other regions by spatial and social embeddedness in rural, for adopting and diversifying the innovative/competitive production types in rural and for developing the socio-cultural infrastructure of rural, thus, has been on the agenda of politics especially in the evaluation to present new roles in the context of functional-territorial connection instead of rural-urban tension and to reveal the place-based relationships.
