New Approaches to Luxury Housing Construction in Izmir in the Context of Neoliberal Urbanization: Folkart Housing Projects

Cities and urban policy are central to the theory of neoliberalism and its process of capital accumulation, which has become a dominant paradigm all over the world since the 1970s. Turkey in the 2000s is in a phase of urbanization in which neoliberal urban policies are becoming more visible in the form of concrete outputs. Many new urban investments are being made, and luxury housing projects are at the forefront. The aim of this study is to evaluate three projects in Izmir created by an Istanbul firm. Folkart Construction housing projects have drawn attention as symbols of the neoliberal urbanization process in Ýzmir. The criteria to be used are decisions made regarding location and urbanization practices; design concept and symbolic value in the architectural context; and project costs, rent, and sale prices in the economic context. In addition, the study will examine the projects’ appeal to certain classes and other groups, their security level, and controlled access in the social context in order to analyze these projects in relation to the neoliberal reconstruction process.

Ýzmir’de Neoliberal Kentleþme Eðilimleri Kapsamýnda Lüks Konut Üretiminde Yeni Yaklaþýmlar: Folkart Konut Proje leri

1970’lerle birlikte dünya genelinde hakim bir paradigma haline gelen neoliberalizmin sermaye birikimi yaratma sürecinde yönünü çevirdiði en temel alanlardan birisi kent ve kentsel politikalar olmaktadýr. Bu kapsamda, Türkiye’de 2000’li yýllarla birlikte, neoliberal kentsel politikalarýn kentsel alanda somut çýktýlarla birlikte çok daha belirgin hale geldiði bir kentleþme evresinin içinden geçilmektedir. Söz konusu süreçte çok sayýda kentsel yatýrým gündeme gelmekte, lüks konut üretimiyse bu alanda ön sýralarý almaktadýr. Bu baðlamda, Ýstanbul kökenli bir firma tarafýndan, Ýzmir’de hayata geçirilen ve neoliberal kentleþme süreçleri ile güçlü baðlar kuran üç proje dikkati çekmektedir. Bu çalýþma, Ýzmir kentinde, neoliberal kentleþme eðilimleri ekseninde güçlü ve öncül sinyaller veren Folkart Konut Projelerini, kentsel baðlamda kentleþme pratiði çerçevesindeki yer seçim kararlarý; mimari baðlamda tasarým konsepti ve simgesel deðeri; ekonomik baðlamda proje maliyetleri, kira ve satýþ bedelleri; sosyolojik baðlamda hitap ettiði sýnýfsal yapý, kullanýcý grubu, kapalýlýk ve güvenlik durumu açýsýndan deðerlendirerek, bu projelerin neoliberal yeniden yapýlanma süreci ile olan iliþkisini ortaya koymayý amaçlamaktadýr.
